ICAO (International Civil Aviation Organization) in its 39th Assembly meeting in Montreal on October 2016 have approved a Carbon Offset Scheme for international aviation. The scheme named as GMBM “COSIA†, Global Market Based Mechanism “Carbon Offsetting Scheme for International Aviaionâ€.
Under the scheme, international airlines will be obliged to offset their emission by purchasing a certain amount of “Carbon Unit†to compensate .
The Scheme will be implemented into 2 phases. 1st phase will begin in 2021 which countries participation based on voluntary and 2nd phase will begin in 2027 which include wider participation of countries with a certain criteria. Prior to the implementation, ICAO member countries have to MRV (Monitor , Reporting and Verify) their aviation emission starting by 2019.
International Civil Aviation has targeted emission reduction to be a “Carbon Neutral Growth†by 2020, and further more by the year 2050 to achieve 50% emission level compared with 2005 level. To achieve the target, ICAO promoting 4 measures, i.e, Technology Improvement, Operational Efficiency, Aviaion Bio-fuel, and Global Market Based Based Mechanism.
